What We Are
CPL/Changing People's Lives is a not-for-profit organization providing Shared Living services for adults (ages 18 and over) with intellectual or developmental disabilities. CPL is certified by the Maryland Department of Health - Developmental Disabilities Administration. Our agency, in turn, develops, approves, and places individuals in private residences. These individuals participate in community life with their care providers and engage in daytime activities such as school, day programs, and vocational pursuits.
Center for Progressive Learning, Inc dba Changing People’s Lives was founded in 1986 and provides Shared Living Services throughout the entire State of Maryland. Our headquarters is located in Owings Mills, Maryland and we also have an office in Salisbury, Md.
We are committed to providing high-quality, client-centered, and affordable Shared Living services to our clients to assist them to lead dignified and independent lives in the comfort and safety of their chosen homes. Their individual needs are carefully assessed, understood, and met through the selective assignment of qualified, trustworthy, and compassionate Care Providers / Host Homes.

What Is Shared Living?
Shared Living services emphasize the long-term sharing of lives, forming of a caring household and a mutual close personal relationship between a participant and individuals in the community who share their home (the “host home”) and life’s experiences with a person who has a disability.
Through Shared Living services, the participant will acquire, maintain, or improve skills necessary to live in the community, to live more independently, and to participate meaningfully in community life.
Shared Living services include direct (i.e., face-to-face) and indirect supports furnished by the Shared Living Host, including assistance, support, and guidance (e.g., prompting, instruction, modeling, and reinforcement) that may be provided to meet each participant’s outcomes as documented in the Person-Centered Plan.
